Cenfri is an independent African economic think tank based in Kigali and Cape Town. We work to boost economic growth and increase sustainable development in emerging and developing markets. In Rwanda, we have partnered with the Ministry of ICT and Innovation and Mastercard Foundation for a three-year digital transformation programme, aiming at harnessing Rwanda’s big data to enhance the Government’s digital capabilities and systems.

Role Summary

Cenfri is seeking an Office Administrator to support the programme team by ensuring that the local office functions efficiently to enable the achievement of the programme objectives. This will include management of the office, project management administration, reporting and supporting all office activities. The Office Administrator will report to and support the Country Lead to enable the programme team to achieve excellence in delivery.

Key result areas are:

Financial Management

  • Budget control on expenditure
  • Management of internal time sheets and staff expenses (local & foreign)
  • Management of petty cash (RWF)
  • Foreign Exchange management
  • Subcontractor management (Rwanda) – invoices and payments
  • Assistance with compliance functions, such as social security and tax compliance

Coordination with the South African office

  • Coordination between the teams in Rwanda and South Africa
  • Management of internal team communications for the Rwanda team

Project Management

  • Management of funding agreements (contracts) with donors and ensuring compliance with donor requirements
  • Donor finance: project administration of expenses against project budgets
  • Preparation of donor reports on allocated funds in collaboration with the Cape Town office
  • Liaison with national and international research partners and subcontractors regarding deliverable due dates, documents to be received, invoices, etc.
  • Documentation preparation, tenders, proposals and contracts
  • Assisting with inputs for programme reporting

Operations

  • General management of the office and facilities
  • Liaising with building maintenance on problems and solutions
  • Management of all contractors, including office designers, interior designers, networks and telecoms
  • Maintenance of electronic registers/databases, including completed projects and general contacts
  • Design and implementation of office systems
  • Assistance with workflow management when needed
  • Coordinating communication with local suppliers with regard to administrative tasks

Procurement

  • Procurement of budgeted items
  • Management of quotations from potential suppliers when necessary
  • Interaction with, and management of, suppliers
  • Purchase and collection of goods
  • Assistance with the preparation of tender documents with regard to procurement

Workshop arrangements

  • On-the-ground arrangements of workshops (venues, catering, materials, invitations, etc.)

Personal Assistant duties

  • Acting as a personal assistant to the team
  • Normal office duties, faxing, copying and filing
  • Travel arrangements for the team, including visas, hotel accommodation and flights
  • Support staff and interns

Any other reasonable activities, as requested by your direct supervisor.

Requirements

  • Relevant office, business or financial management qualification
  • Three years office/business management experience, preferably in a consulting/project or donor environment

  • Has excellent organisational skills
  • Has excellent reporting skills
  • Has good quantitative and analytical skills
  • Has excellent written and verbal communication skills
  • Has good interpersonal skills and the ability to work independently and as part of a team
  • Is passionate about good systems and enjoys enabling others to be effective
  • Is proficient in MS Office applications (including advanced Excel)
  • Experience within a development or non-profit environment advantageous

Note: This position is for a two-year contract based at our offices in Kigali.
